Reid advocates that these resources would be better served by returning them to their natural purpose in order to prevent further disaster. The second part of the document focuses on how irrigation also negatively affects natural water resources. Reid believes that many of the problems of irrigation may be solved by consideration for the water rights of others. Another concern Reid shares is the inadequate work of the federal agencies in regards to irrigation.
